PRINCIPAL

David L. Houseman

David Houseman founded H&A in 1981 to enrich the COR training landscape, enable CORs to reach their full potential, and foster agency mission success. Since then, his training programs have populated 12 federal departments, 13 independent agencies, the Smithsonian Institution, and the federal courts. He developed over 20 procurement-related courses and has presented over 30,000 hours of classroom instruction. He has an AB from Princeton University.

Carol Amano

H&A Acquisition Instructor since 2005

Carol Amano is a former supervisory contract specialist with the DHS, DoJ, and DoD serving as a contracting officer (unlimited warrant), leader, manager, mentor, coach and team-builder. She established, facilitated, and/or presented acquisition training classes to Government contract specialists, purchasing agents, and purchase cardholders for over 15 years and has trained for Houseman & Associates since 2005. She has a Masters in Acquisition Management (American University) and B.S. from Park University. She received a JWOD Champion Award (Western Region), Meritorious Unit Commendation (2 awards), USMC, Meritorious Civilian Service Award, USMC, Civilian Leadership Award, USMC, and a Navy Achievement Medal, USNR.

Phil Baldwin

H&A COR and Program Management Instructor since 2002

Phil Baldwin is a former Manager, HQ Procurement, USPS (after serving as Manager/Systems Integration and Manager/IT). He streamlined postal service activities and upgraded procurement practices. He was director of all logistics activities including chief procurement officer at FMS (Treasury). He developed the first advanced procurement planning system in the bureau, the first COR certification program for the Department, and the first quality assurance review process. He has a MBA from George Washington University and a BS from Penn State.

Gerald Francis

H&A COR and Simplified Acquisition Instructor since 2000

Jerry Francis is a former contracting officer (20 years, U.S. Air Force), corporate contracts manager (10 years), and procurement instructor (15 years) for the National Contract Managers Association, Resolution Trust, and the GSA Interagency Training Center. He developed training materials in COR, cost & price analysis, and other procurement topics. He has masters degrees from Catholic University and Central Michigan University and a BA from the University of Akron.

D. Kent Goodger

H&A COR, Program Management, and Simplified Acquisition Instructor since 2000

Kent Goodger spent 35 years in federal procurement with USDA, GSA, HHS, Olympic Coin Committee (contracting officer - Presidential Appointment), US Mint (Deputy Director for Procurement), National Consumer Cooperative Bank (Director of Procurement - Presidential Appointment), and EPA. He received an instructor of the year award from the EPA Institute and a career achievement award from the USDA Graduate School. He has a BS from the University of Maryland.

Will R. Hockersmith

H&A COR and Program Management Instructor since 1996

Will Hockersmith is a former senior partner at Booz Allen for government relations and marketing after serving in various positions at Radiation Systems, Inc. involving business development, federal contract negotiations and management, and Director of Manufacturing. He has a JD from the University of Maryland School of Law, post-graduate courses at the Wharton Business School, and a BA from the University of Maryland.

Fred Keefer

H&A COR and Program Management Instructor since 2008

Fred Keefer is a former IRS, Senior Manager Chief, A/P and Funds Management, District Office Controller, Chief Field Branch, Section Chief, Group Manager, Program Analyst, and Revenue Officer. He formed and lead Tiger Teams and many working groups which identified, negotiated, and implemented new processes and procedures across organizational lines. He conducted numerous in-house training sessions and workshops for the IRS in areas of cost accounting, financial management, and program management.

Theresa Ridderhoff

H&A Leadership Program

Theresa Ridderhoff is the former Senior Director, Human Resources, Sallie Mae in Reston, VA. She created and launched a Leadership Development Program for officer-level employees and established an executive coaching process and network. She authored winning applications for “best place to work” recognition from Working Mother Magazine, National Association for Female Executives, Washingtonian Magazine and Fortune Magazine. Theresa has a M.Ed., Instructional Design and Development, George Mason University and a BS, Marketing and Computer Information Systems, magna cum laude, Stonehill College.

Chuck Roney

H&A Appropriations Law Instructor since 2008

Chuck Roney is a noted appropriations law expert and former Assistant General Counsel for the Government Accountability Office. Mr. Roney has led GAO senior attorneys in providing legal support to audit teams on executive agency IT compliance and budgetary compliance reviews. He has drafted appropriation provisions and, as appropriate, has advised House-Senate Conferences on legislative appropriation bills. He has helped develop and has regularly taught this course for the GAO. He has a JD from the Washington College of Law and a BS from New Mexico State University.

Julie C. Taitt

H&A COR Instructor since 2005

Julie Taitt is a former Director, Information Management, EPA after spending most of her federal career in procurement. She managed infrastructure support for Congressional and Intergovernmental Divisions including budget formulation and execution, contracts/grants management, space planning, facilities management, computer systems management, Bankcard purchasing, and training. She taught COR for the USDA Graduate School and consistently placed in the top 1% of instructors nationwide. She has a MA from MTS and a BS from Virginia Commonwealth University.

Greg Williams

H&A Contracting Instructor

Greg Williams is a former Senior Procurement Executive, Millennium Challenge Corporation, where he organized and staffed the Procurement Division from the agency's inception and drafted procurement policies and procedures for the award of all contracts to support the mission of the organization. He was Manager of the Contract and Administrative Services Division, Overseas Private Investment Corporation, supervisory contract specialist at FDIC and the US Army, Ft. Belvoir, and a procurement analyst at DoJ and DoI. He has been an adjunct professor at UDC since 1999 and on the Board of Advisors for NCMA since 2007. He received a MBA in Business Administration (UDC) and a BS/BA (Georgetown University).

Elizabeth S. Woodruff

H&A COR Instructor since 2006

Elizabeth Woodruff is a former general counsel for the Federal Retirement Thrift Investment Board, the Government Accountability Office (procurement attorney), the Department of Justice (trial attorney), and the Department of Labor (appellate attorney). She taught COR at the GAO. She has a LLM (Labor Law) from Georgetown University Law Center, a JD from University of Virginia School of Law, and a BA (Government) from the University of Virginia.

Jeannie Stipp

H&A Training Coordinator since 1996

Jeannie Stipp is the former correspondence control officer for the EOP/OMB under the Reagan, George H.W. Bush and Clinton Administrations. Prior to that time, she worked for the National Governors Association and various operating components of the Department of Health and Human Services.

Lori Mingione

H&A Training Coordinator since 2004

Lori Mingione is founder and owner of Virtual Business Solutions LLC where she has assisted small business owners in developing/implementing strategies to simplify business practices. She has also consulted on employee relations, marketing, accounting, database creation, website design, and graphic design.
