Course Perspective: This course focuses upon developing the key document in performance-based acquisition - a performance-based work statement (PWS) - and stresses legal do's and don'ts as well as procedures and steps for developing clear, complete, and concise PWSs for new acquisitions and task orders. It also covers other critical components of performance-based acquisition including a statement of objectives (SOO), performance measures, performance incentives, and a quality assurance surveillance plan.

Learning Objectives: At the conclusion of this training, participants will be able to:
  • Identify their role, responsibilities, and teaming arrangements in developing performance-based contracting documents.

  • Identify when to use a SOO versus a PWS as well as essential components of each and their interrelationship.

  • Prepare the essential elements of a SOO.

  • Apply step-by-step procedures to capture PWS information including the POWER approach, task breakdown analysis, and activity analysis.

  • Specify deliverables including hardware, software, technical data, documents and reports.

  • Create outcome-based performance measures tied to quality and timely performance.

  • Identify monetary and non-monetary performance incentives.

  • Prepare a performance requirements summary.

  • Develop a quality assurance surveillance plan.

  • Format PWS information and adapt the style to the informational component.

  • Perform comprehensive and effective reviews of performance-based work statements.

  • CLPs/Hours: 21 continuous learning points are issued for successful completion of this course. Classroom hours are 9:00 - 4:00. There are after class assignments and a final exam.
