Source Selection for CORs (3 Days)

Course Perspective: This course focuses on source selection methods, typical organization (and variants), and source selection procedures. It examines special acquisition planning issues which affect source selection. It covers preparation and approval of an evaluation plan, grading systems and documentation, activities of an evaluation panel, oral presentations, cost estimating and realism analysis and making/supporting a source selection recommendation.


Learning Objectives: At the conclusion of this training, participants will be able to:


  • Identify source selection methods and which is appropriate for their acquisition.

  • Understand the source selection process and their contributions within that process.

  • Develop a evaluation plan covering technical and business considerations.

  • Develop a quantitative or qualitative evaluation scoring system.

  • Evaluate technical/business proposals, work out a consensus, and prepare a technical panel report.

  • Understand the need for and basic elements of a cost realism analysis.

  • Obtain and review necessary cost and pricing data.

  • Check estimating assumptions against contractor cost data and underlying assumptions, historical data and related performance, scientific/engineering input, and comparison to the independent government cost estimate and other cost proposals.

  • Provide supportable adjustments to offeror cost proposals.

  • Conduct and support a best value analysis using quantitative and non-quantitative discriminators.


Hours: 24 hours/CLPs are credited for completion of this course. Classroom hours are 8:30 – 4:30.
