Course Perspective: This refresher course is intended for participants who have successfully completed a Federal Appropriations Law (FAL) overview course. It provides a refresher and update of the most important legal principles covered in the FAL course. This training illustrates those principles through lecture, group discussion, and exercises utilizing recent Comptroller General Opinions. In addition, it explores the legal principles relating to Current Resolutions and Interagency Agreements.
Learning Objectives: At the conclusion of this training, participants will be able to:
Use critical thinking to apply key appropriation law principles to resolve questions relating to the use of appropriated funds – especially as it relates to the issues of Purpose, Amount and Time.
Gain a thorough knowledge of the most important appropriation principles relating to continuing resolutions and interagency transactions.
Identify recent GAO appropriation decisions and how they affect the use of agency appropriations.
Identify and apply recent updates to GAO’s Red Book, “Principles of Federal Appropriations Law.”
Recognize recent trends in budget formulation, annual appropriations, budget execution and control, apportionment and allotment. obligating and disbursing funds, impoundment and account closing.
Hours: 8 hours/CLPs are credited for completion of this course. Classroom hours are 8:30 – 4:30.
