Purchase Card Refresher (1 day)

Course Perspective:  This course (i) refreshes attendees on the purchase card process; (ii) provides more in-depth coverage of required and open market micro-purchasing; (iii) identifies common problems needing attention; and (iv) addresses several legal matters that affect cardholder purchases. It references the latest techniques for buying commercial goods using required supply programs and accessing source and item information on the internet.


Learning Objectives: At the conclusion of this training, participants will be able to:

  • Understand the purchasing process and how it applies to purchase card transactions.

  • Identify required sources of supply, screen for desired items, and order using their purchase card.

  • Identify current techniques for developing second sources of supply.

  • Rotate vendors for open market purchases.

  • Recognize prohibited and restricted items that require prior approval.

  • Determine when requirements may be properly divided into multiple charges.

  • Eliminate sales taxes.

  • Identify requirements for purchase of energy efficient products.

  • Single out purchases subject to Section 508 requirements.

  • Identify and tag accountable personal property.

  • Maintain adequate purchase card transaction file documentation.

  • Recognize special requirements for processing service requirements.

  • Know how to handle service agreements for cell phones, blackberries, and PDAs.

  • Know how to handle maintenance agreements and related service charges.

  • Reserve conference space and avoid improper charges.

  • Spot purchases subject to special arrangements such as licensing and intellectual property.

  • Recognize their potential liability for making unauthorized and otherwise improper purchases.

  • Understand their rights to reject or acceptance purchase card deliveries.

  • Distinguish between an offer and a purchase card contract and understand its legal effect.
