Advanced Simplified Acquisition Refresher (3 Days)


Course Perspective: This course addresses the professional aspects of purchasing. It presents the legal structure of purchasing including regulatory requirements, Uniform Commercial Code principles, and case law decisions. It focuses upon new requirements and techniques for acquiring commercial items; special policies and guidelines for procuring support services; provision and clause selection/development; and purchase order administration.


Learning Objectives: At the conclusion of this training, participants will be able to:

  • Recognize and understand the legal framework for purchasing.

  • Identify portions of the FAR (other than Parts 8 and 13) which apply to simplified acquisitions.

  • Pinpoint elements of the FMR, SBA, DOL, and OPM regulations that affect purchasing decisions.

  • Identify when and how the Commercial Code (UCC) is applied to simplified acquisitions.

  • Recognize sources of case law and specific cases that frame the common law of purchase contracts.

  • Cite purchasing goals and different techniques for meeting them.

  • Recognize elements of purchase contract formation and distinguish between unilateral and bilateral

  • Establish and place orders against blanket purchase agreements

  • Know when and how to set up indefinite delivery contracts.

  • Know when and how to use technical factors and make a best value source selection.

  • Know when and how to conduct negotiations on a simplified acquisition.

  • Cite and apply principles of purchase order administration including enforceability of purchase


  • Recognize and apply the UCC to resolve matters involving acceptance or rejection of goods, express and implied warranties, and remedies for nonconforming work.

  • Know when and how to process contract changes and terminations.

  • Know and incorporate provisions and clauses including those recommended by the FAR; those

commonly used in simplified acquisitions; and those commonly used in commercial purchasing.

  • Understand and apply various transportation arrangements.

  • Select the appropriate FOB Destination and Origin terms,.

  • Use GSA domestic express services contracts.

  • Address changes in transportation terms including delivery address, method, time, and quantity.


CLPs/Hours: 24 hours/CLPs are issued for successful completion of this course. Classroom hours are 8:30 – 4:30. There are after-class assignments and a pass/fail final exam.
